California Emissions are stricter than anywhere in the country. The items installed on most scooters to make them California compliant are not necessary to operate your scooter within EPA accepted emissions. If any of the iotems that are activated by the vacuum lines fails it can cause extra air to be sucked in the cylinder, making it run hotter with a scorched piston happening in the near future.
If you don't live in CA, we recommend removing the CARB emissions components.
Remove the Tube (if-present), usually S-shaped connected to the exhaust port on the lower portion of the cylinder head. Re-use gasket and Install a Blocking plate found here

Cut and Plug any vacuum lines that feed the CARB cannisters and components.
If it feeds into the air intake box, remove this and plug opening.
